Police yesterday issued new safety guidelines for event organisers to follow ahead of concerts. Addressing the media, the Police spokesperson said the guidelines are to help curb future tragedies that are likely to threaten the lives of partiers in future events.
Mr. Enanga said that organisers are expected to first notify the office of the Inspector General of Police for clearance of the venue. They must indicate the number of revellers expected at the event for better security planning purposes.
They will be expected to show the office of the IGP how they plan to put their intentions into place with clear and elaborate access control measures including walk-through metal detectors, K9, and Scanners.
Event organisers were also tasked to present names and full addresses of musicians to perform at given concerts. “This inspection and clearance must involve all local authorities, All RPCs and DPCs must ensure that all these measures are put in place for any cleared concerts and ensure that they physically inspect the venues,” Enanga said.
The guidelines have already been seen as mockery by promoter Abbey Musinguzi who says promoters know what to do citing, police cannot grant an organiser security without presenting the requirements.
“Enanga’s words sometimes surprise me, we promoters know what to do. Police cannot grant you security without things like ambulances. They cannot permit you to go ahead with the concert if the organiser does not reach the requirements,” Abitex told Spark TV.
He agreed that there are rare cases where artists don’t show up at concerts where they are advertised and argued that musicians are humans with weak points so they are prone to shortcomings.
